A number of small, medium, and even large businesses had certain jobs that they needed done, yet they did not have enough work for a full time employee. The process of repeatedly hiring part-time employees to handle these jobs was also a disadvantage for the businesses as the cost of hiring, training, insuring, and providing benefits to employees who would only be needed for a short time or for a very narrowly-focused job was huge.
